Identified and Operationalized?
The Hyper Focus of the Übermenscheteers
The National Defense Education Act was signed into law by President Dwight D. Eisenhower in 1958. It was particularly intended to “strengthen” national defense through identifying, recruiting and educating, gifted minors.
Gifted minors have been a National Security issue in the USA since at least 1958.
This program did coincide with MKUltra and subprojects, btw, (1953–1973) the ones that we have documents for because they escaped the shredder.
There have been rumors for decades that gifted and talented education (GATE/TAG/GT) programs in schools were recruitment pipelines for psychic research or mind control experimentation.
You can read plenty of first-person accounts on Reddit about weird goings-on in “gifted” education programs.
I vividly recall being asked to move my eyes to where I thought the dot was going to be next. If I succeeded, the tested [sic] offered me praise and if not he didn’t say anything. I faintly recall being asked other questions from a standardized script that was read every time but I don’t remember what those questions were.
Pictures would flash on the screen for brief moments, like 500 milliseconds or so. I have vivid memories of seeing a horse, an umbrella, a spiral, and fainter memories of seeing X rays depicting various joints and bones. I also recall seeing a bunch of faces, people of different races and a few that looked like “grey aliens” and more rarely weird monster-type beings.
There were some pictures of UFOs, in retrospect I think they were the Billy Meier photos if not something very similar. I didn’t have words to describe the alien faces or UFOs, but I was given a book on UFOs shortly thereafter and recognized some of the pictures as what I had been shown.
ONE IN 1,350?
Back in 1967, Bernard Rimland—the Grandfather of Biomedical (Brain Injury) Autism—began to assemble a world database of autistics. That was in conjunction with his founding of his Institute for Child Behavior Research (later renamed the Autism Research Institute). The story goes that with the publication (and promotion of) his influential 1964 book Infantile Autism, Rimland received a flood of letters and calls from relieved parents who had been burdened by Bruno Bettelheim’s Refrigerator Mother theory of autism. Plus the book included the comprehensive E-2 Questionnaire:
By the late 1970s Rimland’s database of autistics already held detailed information on over 5,400 children and their families, from the US and abroad.
In 1978, Rimland reported on the findings of his survey in Cognitive Defects in the Development of Mental Illness, George Serban, ed.. He reports that roughly 10% of the autistic children in his database had savant abilities. The rarest savant ability was “Extra Sensory Perception” (ESP)—that is 1 in 1,350 autistic children.
Just a reminder that Rimland worked for 30 years as a research psychologist at the Naval Personnel Research and Development Center in San Diego. He held senior roles there that included Director of the Applied Psychobiology Program, and Director of Special Projects and Future Technologies.

SAVANTSAVANTSAVANT
In 1984 Rimland’s colleague Darold Treffert began assembling a Savant Syndrome Registry—a worldwide database of savants.
In 2015 he reported on a survey of his database. His findings are remarkable in two directions:
75% of his disabled savants are autistic and
10% of savant abilities are acquired. Sometimes after a brain injury: Sometimes, it’s just a mystery.
Treffert reports on extraordinary savant abilities in music, art, memory, maths, language, etc. The most rare of these abilities he lists as “extrasensory perception”:
That is, of the 319 savants in his registry, about one in 100 had ESP abilities.
Please note that these were not self reports. The information was solicited by Trefferts team from third-parties—parents and carers. And any reported savants who were not disabled were excluded.
How many parents trust establishment scientists enough to share with them about their sensitive, gifted child? How many coders are young enough to be reported by their parents, or disabled enough to be “in care?” How many adult coders would willingly self-report?
I mean, we don’t have to imagine the potential negative consequences. It’s a common enough TV trope:
And the exclusion of non-disabled savants is interesting ... why?
Take the case of Daniel Tammet. He went all the way through school without being recognised as either autistic or the prodigious savant that he is. He outed himself—perhaps unwittingly?—at the age of 25 when he recited pi from memory to 22,514 digits at Oxford as a fundraiser for epilepsy. It was a world’s record.
EXTRASENSORY WHATNOW?
Yes, there is a buzz. People are talking. People are investing.
extrasensory perception continues to surface in some studies of savant syndrome. Since extrasensory perception is mentioned quite frequently in the broader autism literature in general, there are studies underway to document or refute such phenomenon. Link
But who is talking? Is it autistic people themselves?
Telepathy—or any psychic ability—is not mentioned in any of the autistic autobiographies I’ve read.
My concern isn’t pseudoscience. My concern is exploitation, social engineering, religious engineering and psyops:
“I propose that we become religious engineers … Sociologists of religion are among the most ethical and high-minded of scholars, and there is no reason why they should not apply their knowledge to the creation of new religions. The world needs them. We have roles to play as consultants to existing new religions, helping them solve problems that our research has permitted us to understand. But we must be prepared to launch cults of our own invention, a task I admit is both hazardous to one’s own welfare and outrageous in the eyes of people who refuse to admit that all religions are human creations. But it is far better for honest religious engineers to undertake the creation of new religions for the sake of human betterment than to leave the task to madmen and wealth-hungry frauds.”
William Sims Bainbridge, “New Religions, Science, and Secularization,” in Religion and the Social Order, Volume 3: The Handbook of Cults and Sects in America, Part A (or 3A), edited by David G. Bromley and Jeffrey K. Hadden (Greenwich, CT: JAI Press, 1993), pp. 277–292. Link
And
Towards Synthetic Telepathy, Harvard Science Review, 2014
where things start to get truly exciting — and truly controversial — is not in brain-computer interface research, but in the pioneering field of brain-to-brain interface (BBI) research. While BCI connects a brain to a computer that then interprets brain activity, BBI connects a brain to another brain, which can then receive information from the first brain or even be induced to perform specific behaviors, as in the example of the telepathic cannon game. …
Within the year, researchers at Harvard Medical School were able to connect a human brain and a rat brain through BBI and move a rat’s tail with 94% accuracy, using only the deliberate neural activity of the human’s brain (12).
Bainbridge is a Pentagon sociologist and transhumanist. He drew the concept of “religious engineering” from his fieldwork on the Process Church of the Final Judgment. He has suggested that sociologists should actively engineer religions aligned with modernity, technology, and futurism to support goals like scientific progress, space exploration and transhumanism.
In 2003 Bainbridge wrote an analyses of beliefs (including belief in telepathy) that influence attitudes toward scientific advances—in particular, cloning. Read: Journal of Evolution and Technology
What Bainbridge has in mind is telepathic-like communication. He envisions AI-mediated implants that could engineer us towards enhancing human cooperation and support for transhumanist goals like uploading minds or creating “cyberconsciousness.” Read: Whole Personality Emulation
For Bainbridge, promises of superpowers and godhood clearly function as “compensation” for transhumanists, just as they did for members of the Process and as they continue to do, on a more or less subconscious level, for generations immersed in superhero fantasies. As I am using the term, religious engineering refers particularly to the reengineering of other people’s religious orientations, not merely one’s own. The type of religious engineering used by Bainbridge to promote transhumanism, which he derived from the Process Church, consists basically in the externalization of the spiritual methods peddled by the religious engineers of the 1960s and the New Age. These two senses of religious engineering are apt to be confused (and are often conflated by Bainbridge), however, because the more or less false promise of personal transformation (e.g., into a superpowered immortal) is the psychological lever by which individuals and groups are (externally) religiously engineered. TOP PSECRET
SCANATE, GRILL FLAME, SUN STREAK, and STAR GATE were secret, government-funded investigations into psychic spying.
Together these programs were classified and run by the Defense Intelligence Agency (DIA), the CIA and U.S. Army Intelligence with funding and oversight from the Pentagon.
Lead researchers Harold Puthoff and Ingo Swann were both Operating Thetan VII Scientologists. Patrick Harold Price, also a Scientologist, was their top performing research subject. Russel Targ, was a member of the Theosophical Society—the occult sect founded by Helena Petrovna Blavatsky. Theosophists believe in the ability to materialise physical stuff out of the air and other supernatural nonsense.
At OT VII you are supposed gain the ability to influence MEST (Matter-Energy-Space-Time, Scientology lingo) and, other people’s realities. At OT VIII, Scientologists believe they will gain superpower abilities like omniscience, telekinesis, and the ability to fly.
As reported by Kevin Leitch in 2008, Scientologists and crypto-Scientologists people the autism cure/therapeutics market and were promoted by Bernard Rimland’s NGO—Destroy Autism Now! (DAN!) and also populated the autism activist group Generation Rescue. Link
LE PETIT MONDE ÉLITISTE
So you won’t be surprised that recent tranche of Jeffrey Epstein emails reveal that Epstein had an interest in savantism and was approached for funding for a project with Diane Hennacy Powell of the Telepathy Tapes podcast.
The email chain includes Darold Trefferet, the savant database compiler, above.
And—this one surprised me—Deepak Chopra enterprises:
Paul J. Mills, was the then Director of Research for the Chopra Foundation at the time of the emails. Now Professor of Family Medicine/Public Health at UCSD and Director of the Center for Integrative Health.
Carolyn Rangel, was the then President of Deepak Chopra LLC and Secretary of the Chopra Foundation board.
François Ferré was a Director on the Board of the Chopra Foundation. He’s a biotech entrepreneur.
William Bushell, was the Director of Research (and Academic Liaisons) at ISHAR (Integrative Studies Historical Archive & Repository), a project of the Chopra Foundation.
Ryan Castle was the Executive Director of ISHAR (Integrative Studies Historical Archive & Repository), a project of the Chopra Foundation.
“I’m deeply grateful for our friendship.” — Deepak Chopra to Jeffrey Epstein, July 11, 2017 Link
And, of course, Chopra makes an appearance in the Telepathy Tapes franchise, in a Talk Tracks episode, where he says a lot of crap like this:
So healing only occurs when we go to the source of all experience, and that is beyond spacetime, beyond energy, beyond matter. Having said that, you know, in the local domain, energy healing like reiki and all kinds of other remote healing, they make sense if you understand consciousness. So energy is in the same [00:26:00] category as space, time, matter in the yogic traditions. Link
But oh-ho! Behind the scenes he’s trading suggestive jokes with Epstein about “his girls”:
Enumerated here.
Keep in mind that sex abuse allegations against Jeffrey Epstein first began to circulate publicly and trigger investigation in 2005.
THE SPOON OF GLORY
Glowy Dean Radin, Star Gate alumnus, appears in the Epstein emails as well. It appears that he approached Chopra with a proposal for a $90,000 start-up grant. Chopra then seems to have subbed-in his own people and forwarded the proposal to Epstein.
Possibly prompted by attendance at this event:
I'll be sharing the stage with two impressive technologists: ADAM PI=RE [sic], author of The Body Builders: Inside the Science of the Engineered Huma= [sic] and GERWIN SCHALK, neuro-engineer, who's building a "thought hel=et" [sic] enabling people to communicate telepathically. Link
Radin’s career has been in parapsychology research. He’s apparently researched telepathy, precognition and psychokinesis. He’s been the Chief Scientist at the Institute of Noetic Science (IONS) for 25 years. IONS was founded by the glowy former astronaut Edgar Mitchell, the coiner and promoter of the rather silly idea of the “Overview Effect.”
The Overview Effect is supposed to be a life-changing experience of self-transcendence from viewing the earth from space, which looks a lot like a gimmick to promote space tourism, a space tech industry and a pseudo-galactic religion.
Radin is also an Associated Distinguished Professor at the California Institute of Integral Studies (descendent of the Human Potential Movement and Esalen), and co-founder and chairman of the genetic neuroengineering company, Cognigenics, Inc.
Cognigenics is working on consumer RNA-based gene therapies or “programmable therapeutics” that will enhance or restore positive cognitive traits (e.g., mindfulness, relaxation, emotional regulation) and brain health, delivered via a nasal spray.
I’m sure.
Radin sent Epstein a photo of a spoon he claimed to have bent with his mind.
Too be clear, I don’t think that you can trust that any of these people are being truthful. And, mind, the emails are from Epstein’s gmail account—his friendly, semi-public social buzz account. He surely had other actually secure routes for communicating with his network.
REALLY SPECIAL, SPECIAL ABILITIES
One last thing …
This email exchange between Gino Yu and Epstein has been making the rounds. Yu’s description of this unidentified “stage 3” traumatised young woman has been read as indicating a Monarch mind control program.
Yeah, it’s ominous. But then, so is all of this.
It seems that Gino Yu has been running some kind of “Human Potential” distributed network cum modern Mystery School. Apparently he has a program for evolving consciousness. His model of consciousness evolution proposes 5 stages. A “stage 3” is a person in an existential crisis and on the verge of developing some special abilities.
YU’S PHUSIKOI PROJECT
Yu was a kind of sophisticated, educational game developer. He was the Director of Digital Entertainment and Game Development at Hong Kong Polytechnic University (PolyU), and a founding Head of the Multimedia Innovation Center there—a leading think tank and research center on digital entertainment. Link
Here he is at Davos, pitching to Edie Lush of Hub Culture. She hosts the “Davos Morning Show”. Hub Culture brags that it is building the “frameworks for the first virtual state,” which includes digital ID and programmable digital currency, and, of course: “Our mission to enhance collective consciousness.”
Ouch. Explaining like she’s five something every good salesman knows as a matter of course.
His Phusikoi Project purports to be a global decentralized mystery school for fostering human evolution. It’s meant to house a database of individuals with special abilities as well as coordinate a network of labs and associated funding mechanisms.
You see, Dean Radin’s organization, IONS, is a sponsor, and the Fetzer Institute is the occult-influenced organisation behind the reprehensible Social Emotional Learning program that is being installed in schools all over the world through UNESCO’s policy guides, teacher training, handbooks, etc.
The Phusikoi Project people are interested interested in telepathy too—this is from their intake form:
It occurred to me as I was writing this, that all this may be the inspiration for Pluribus, particularly Gino Yu’s approach.
Bleh.

This is great research. Don't be put off by the low engagement here.
I was in one of these "gifted" programs as a kid. They pulled me and a small group of other kids out of class and we did testing and studied in a small room. The teacher had a large collection of toys to make it fun but I disliked the classes because they meant extra homework and less socialization with my friends. Unfortunately I cannot recall the exact tests. The teacher had rooms like this in every school in the district. Looking back it was odd because there was no discernable academic purpose to the program.
As an adult I have realized that I have a small degree of clairvoyance. Most notably I sensed something off with my MIL and it turned out to be lung cancer. Thankfully she is still alive six years later. I have not been diagnosed with autism, but I suspect I have it to a slight degree.
The best philosophical framework I have found for explaining these phenomena is "Quantum Information Panpsychism". I have an article on it. I believe this is the terrain on which the spiritual war against us is being fought.
hola, mrs. horsley. great and important information and timely for me. (and is it a family trait, long posts?! lol/smh.)
i watched iverson's look into the genome project that epstein was conducting and propagating as well. many references to it in the files. so, transhumanism of the genome and of the mind. yup, the full meal deal. if curious:
